Steam Radiators

I just moved to New England and bought a house with a single-pipe steam system. I'm a novice with this system and fired it up for the first time tonight.

On the side of each radiator is a small valve that reminds me of bi-metallic steam traps we had in the Navy. I assume this is to prevent overpressure of the radiator? When the system really got going, all of these little valves opened and seemed to vent steam into the rooms. Is this normal? What is the function of these valves?
