hot water heating system for first floor

I have a steam boiler for three stories, one apt on each story. I am converting the first story to hot water system, using an additional Amtrol water tank. The first story is 1200 sq ft with unheated space below. (Will calculate heat loss later).

Question: Will 40 gal Amtrol tank suffice for this setup?.

If I decide to convert other two floors later (roughly same size as first floor apt), should I change boiler or could I use same 40 gal tank (or should I get a 60 gas now to use for later).
