Don't worry about windchills. Because human skin feels like it is -80F doesn't mean a house has to be designed for that. It just needs to be designed for the average coldest that the THERMOMETER shows you. If your 97,000 btuh boiler did it for you before, a new one that size will do it again. Weather is not a yo-yo that goes from -10F to -80F every few years with the wind speed.
Your quoted Weil Ultra can input 230,000 btuh; but if you don't have 230,000 btuh of radiation that heat is not going to get to you.
