If you take a vent off and fire the boiler, steady steam should come out not long after the closer radiators are getting warm. You say steam is "occasional". Make sure valves are wide open and check that there are no low spots in the piping. You might be just helping the system overcome partial blockage. Installers often put in boilers way oversized to not risk having to replace an undersized one that will go dry without enough water. Getting to cut-out pressure very quickly is a sign.
