Steam piping makes a lot of turns to allow for expansion. First look for any of these swing arms having sagged and the horizontal runs. Use a short torpedo level. Especially if the building has settled unevenly. Radiators should be fairly level. You might be able to gain some pitch by prying the radiators upwards and have someone put shims under them. If the system needs a lot of work, and you can do most of it, it might be time to convert to hot water.
