Relay doesn't always trigger

We've just started renting a property, and the boiler is very temperamental. It always works, but it seems that in order to keep the relay latched, you have to pull a stupid amount of pressure from the hot-water line - one which can't be achieved by simply using the shower alone. It isn't always like that though. Even so, you always have to turn on the hot taps in the house all the way to get anything remotely like hot water out. Does anyone know what is wrong?
