You seem to be describing a boiler that makes water inside the boiler with a tankless coil. A coil that has become restricted due to hardness in the water will require a high pressure drop and will be less sensitive to control. A heating plumber can check the coil and the hot water control settings. The hot water control settings may be too low and the range too wide.
