HK's idea is good. Also stats with only a remote sensing bulb in the conditioned space may be applicable in some cases, especially lobbies etc where vandalism might happen. I'd want to know what sort of tenants the house is able to get. If you get a lot of turnover and they owe you rent, it beats owing you rent and heating/hw costs. Also if it is a 2-3 bedroom with a lot of water usage. Having a second meter is going to mean $15-20/mo to the tenant year 'round just to have it, and you'd have to keep rents competitive maybe.
