There are controllers that are the same thing as a thermostat that have the temperture sensor on the end of a long slender tube or wire. The actual control can be mounted in the owners space and the sensor in the tenants. They are usually listed under controllers as it is not common usage. Honeywell T475A is a residentially priced reset that is listed for line, low or millivolt use. Go to honeywell.com and search for that number to get spec sheets. It is the same thing as the remote I was referring to above, it has two sensors is all to start the boiler when both the indoor and outdoor conditions call for it.
