Steam baseboard or other alternative

We are remodelling our kitchen and wish to make the most of our walls for cabinets. Are there any steam baseboards that can be installed in the toe kick of the cabinets? The space is only 4 1/2" tall, and the only steam baseboard references I could find on this page are for the Burnham brand, which are 10" tall. If such a short baseboard does not exist, are there any suggestions for an alternative approach?
