An old installers technique was to use fin tube that fits under the cabinet and use expanded metal mesh or louvered covers to allow the air to enter and leave the element. As the heat will be supplied by steam, use the larger (over 1-inch size) fin tube and make sure the tube has a slight slope toward the return to the boiler so the water doesn't collect to bang.
