One manufacturer that you can check with is slant-fin. (www.slantfin.com) I just replaced my hot water baseboard recently. It is about 6-8 inches high but they may have smaller units. Although heating is not my fortay, I know from the simple principle of heat rising... you need to have good air flow so that the cooler air can be drawn through the fins where the heat transfer occurs and the warm air rises out the top. If the air flow is obstructed, i.e., under the cabinet, you won't get good air flow.
Additionally, think about the effects of having something in the toe area of the cabinet. You may find it annoying not to be able to get close to the cabinet or countertop.
