No need for worry. Your neighbor's boiler control system is set up to be a little less efficient than yours. His is a maintaining temperature control system, an idea that started with a water heating coil in the boiler. Yours is called a cold-start system, which is more efficient, as it uses up the remaining heat before it is thrown away up the chimney.
