The air in the top of your expansion tank has been dissolved into the water. Shut off the valve to the tank and open the drain cock. If you have a little knurled cap on the side of the cock, open that it lets air up a little tube to the top of the tank to break the vacuum and allow the water out. You may have to unscrew the drain cock out of the tank and stick a piece of tubing up to the top in some cases. Close the drain and open the valve to the tank. Your heating water temperature should be 180 or so.
