The boiler needs to be sized to the radiation installed so there is enough water in it to feed all the system without going dry. A survey of the radiators should have been done instead of the firing rate. Oil is much more easily derated. Check the manual for any possibilities. Some people close off every third or so orifice with a pipe plug, but you risk uneven heating and you'd need a factory rep to okay it to maintain the warranty. Where are you located? If you have no insulation, expect high bills. I'll look at numbers tomorrow.
