New Steam Boiler Oversized ?

This fall we replaced a 50 year old oil fired boiler with a gas fired Lennox CVSB-7 (made by Dunkirk). The system is one-pipe steam. The contractor sized the new one based on the old. It is 225,000 BTUH input, 571 sqft radiation.
My first month gas bill was much higher than expected. We used avg 15 Ccf per day, avg temp was 37.
It took awhile, but the system is now well balanced and maintains nice even heat. But, it cycles about every half hour.
Is this boiler oversized ? I've since found out that the old oil burner nozzle had been replaced with a 1 gph nozzle. With that running at 140,000 btu the heat was reasonable but tstat usually shut off before all vents closed.
Is boiler oversized ? If so, can the orifices be changed to underfire ?
House is 2000+ sqft, built 1908, little insulation but good windows, few drafts.
