Switch the air vents from the closed radiators to the half-heated ones. This way, you can see if the vents of the half-heated radiators have air holes that are too small.
Because a radiator is only half-heated does not necessarily mean that the radiator is not doing its job. The room they are in may only need half the heat. If the room is cold, then you do need more heating surface.
