steam rads don't get completely hot

I have a couple of radiators in my steam system that heat about half-way across the width of the rad (all upstairs).
I turned off 2 radiators in the hall downstairs where the thermostat is located in order to make the boiler stay on longer, in order to give the rads more time to heat up.
Now what should I do?
