wacko(?) heating/hot water system

A few questions:

1. I moved into a house with a gas boiler for steam heat (single pipe). It was converted from oil, and it it probably 10-15 years old at least. It is also tankless hot water, and also drives a second zone (which has only one room) with hot water heat via a heat exchanger on the side of the boiler.

I am thinking of replacing the boiler with a new one, which should be more efficient and quieter, putting a hot water tank in, and converting the one-room hot water zone to steam and removing the zone.

My gas bill for last month was $207, 199 therms.

Sound reasonable? Am I talking $2000 or $5000 or $10000? This is not a big house I have (1300 sq feet, no insulation in outside walls [might change that soon though]).

2. One of my air vents on the baseboard steam pipe gives a big big release of steam after a heating cycle. Thing is, I just replaced this air vent. I'm thinking perhaps it is defective and it is opening too soon on the cool-down, and letting a lot of steam out.
