You checked the pitch of the radiator. Did you check the pitch of all the piping back to the boiler? Use a level and rotate it on a flat surface so you know it isn't off. Is this radiator at the end of a main? Is there one upstairs or downstairs on the same riser? Is there any long horizontal piping on the way to it?
