Cost of Generating Steam

We currently run three low pressure watertube burnam boilers (2 @ 199HP, & 1 @ 92.6HP). Another facility is attached to our hospital and uses steam generated by our hospital for their heating needs. I am looking for a formula to use to come up with a way to charge them for their utility costs. We use fuel oil as fuel. I had read earlier that you take the cost of gas per mmBTU, multiply by 1.3, and divide by boiler efficiency = cost/1000 lb of steam. This formula assumes a fuel of natural gas. Would I still be able to use this formula and if I can what does the 1.3 multiplier represent. Any help on this would be appreciated greatly.
