I believe the 1.3 represents 1.3 MMBtu/1000lb of steam. In our plant we have 300 deg feedwater (272 btu/lb) and the outlet steam is 1429 btu/lb. Therefore are btu added to the stream in the boiler is only 1157 btu/lb or 1.157 MMbtu/1000lb of steam. You really need to evaluate your own plant. If you have steam flow meters and know what your fuel flow and costs are it should be fairly easy to calculate.

Also, keep in mind cost of steam is a variable cost, however, you must also consider the fixed costs your side incurs to operate and maintain the steam plant.
