Radiators produce to much heat!

I am on the board of directors on a 37 unit building with a 1-pipe system. There are people in my building that feel they are too hot. Their radiators simply produce too much heat. I recommended that an option was to turn some radiators off in their apartment or to open the window. It is my understanding that in a building as large as ours, it is impossible to regulate temperature exactly for everyone with this type of heating system as it is not thermostatically controlled. I also explained that tenants can purchase a smaller radiator. Is there any other options available for them that I am unaware of? ...or is this just how people live with this type of system.
