Boiler Low Temperature

We have a PB WBV-03 boiler, Carlin EZ-1 HP burner and Honeywell L8148A-1090 aquastat. There is a remort TACO controller for the 2 heating plus hot water storage tank zones.

The only visible setting on the aquastat is the high limit temperature setting.

The questions are in regards to the boiler temperatures.

With the set back thermostats working in the day the boiler seems to cool way down, perhaps to 130.

Also when there is a call on the system generally operates well below the high limit and seldom reaches it.

When there is a call for hot water the boiler doesn't go much above 150, let alone approach the high limit.

In most cases it seems to start and shut down alright but just doesn't run long to hit the limit.

Is this normal operation?

It would be nice to have the boiler up to temp to have the hot water holding tank maintained while in demand rather than allowing it to cool down while the boiler comes up to temperature.
