Usually there is a pressure valve coming from a cold water line to the boiler piping. It might be closed, clogged, or failed. That would require repair.

It's possible to take a hose from a water heater, washing machine tap, or outdoor faucet through a hose to feed water to the system until it reaches 15 psig on the gauge.
.
Beware that the gauge might be failed or wrong.
