reduction of flue pipe @ chimney

i saw a msg in 2009 regarding a rule on vent pipe reduction @ the chimey. my old thatcher boiler has a lge dia. flue pipe with a corresponding damper, but its squeezed into a vertical rectanglular opening in the chimney as it exits the boiler room. sometimes traces of soot appear adjacent to the pipe. is there a transitional fitting for the rectaangle 6 1/2 x 10" or so to the round flue pipe. BOILER F - 2A (017A s/w).
