You can run the primary loop 24/7 which will make the wiring for secondary loops simpler involving only the boiler TT terminals to run the burner, and won't make a significant electrical cost increase.

Having each secondary loop control the boiler and primary circulator is an option. Run the boiler and primary circulator by wiring the boiler relay that runs both the burner and primary circulator using the TT terminals, as would be done with a thermostat, to cold contacts on the secondary circulator zone relay. The same for each secondary relay.
