Compression Tank

The compression tank on my boiler system has a steel plug on the side of it. The tank is mounted vertically after the pressure reducing valve and before the safety pop-off--all are in the water supply line just prior to the supply entering the boiler. When I am initially filling the boiler, prior to bleeding each of the zones, should I take the plug out and allow the water to fill the tank until it starts to run out or just leave the plug in and let the water seek whatever level it would normally based on the city water pressure when I open the fast-fill lever? Seems like with the plug in no water would enter the tank except to the extent that it could compress the air during the fill.
