Peerless boilers - WBV/WV-04 vs. EC/ECT-03

I recently received several proposals for Steam boiler installations.

The two finalists both proposed Peerless models.

Proposal #1 - Proposed a Peerless EC/ECT-03
and
Proposal #2 - Proposed a Peerless WBV/WV-04

#2s estimate was considerably less $1,000.

Questions:

What is the advantage of one model over the other?

If #1 does have advantages over #2 is the difference in cost justifiable or is it most likely in the labor?

Both installers are comparable as for as reputability and knowledge in our area.
