It is more efficient to go for lower water temps for baseboard by extending them to double the length.
There is nothing as inexpensive as the baseboard. Of course, limited wall space would require higher output commercial baseboard to give off the heat at the lower temperature while fitting in the space.
Ask local suppliers for names of contractors that buy from them and then ask for recommendations from other apartment owners as to how well they served them.
