Baseboard emits heat so long as the water temperature through it is higher than the ambient air around it, so flat panel arrays will provide heat for most of the year above 40F outdoors. The panels can also supply hot water in the summer.

A separate large tank for storage to alternate into the heating water supply at mild outdoor temperatures can save fuel. To save on antifreeze, use a large heat exchanger from solar array to the tank.

Design the baseboard at twice the length in the rooms of that used for 180F design, so the baseboard can supply heat at 140F. That will also keep the condensing boilers in condensing mode throughout the cold part of the year.
