As the downstairs rads are spitting water, they are trapping too much water. That can be bad pitch in the radiators and/or the risers from the main to the radiator (yes, old ones do settle, so even if they hadn't been spitting before, they can after a change to the system cycle timing.) Radiator vents that have gone bad or are too open (hole too large) for being near the boiler would allow much more steam into the radiator to spit as well. Don't close the valves to the radiators as they will trap water and spit.
