Stratifying means that when you don't draw water, the hot water rises to the top and the cold water falls to the bottom. A hot water tank often has a tube that goes lower in the tank for the hot water to come from called a 'dip tube', instead of from the top. The cooler water lower in the tank is drawn first until there is enough mix to turn the burner control on.

The lower the water temperature setting, the more that is noticed.
