The dirt is coming in the cold water line to the tank. It does not show up in the cold water but there is nowhere else for the dirt to come from. I would filter the cold water to the home. you will see the dirt build-up on the filter the first month when you change it.
I know you will want to argue this point but I have had all those arguments many times and it is always in the incoming water.
