Relining chimney for poor draft.

I have an exterior 8x8 tiled chimney about 18' tall from thimble to mortar cap. While setting up my burner I notice I don't have much of a draft(barely registering on the draft meter), and even after a good 30 minutes of burning the draft regulator at the breach is barely open/moving after the burner shuts off.

I'm looking to replace my boiler come next year, and I'm starting to become concerned that the chimney won't pull enough draft for one of the more efficient models (burnham mpo or similar 3 pass). Should I plan on a reline of the chimney even though its in still in very good shape, or is it perhaps because the current unit is almost 50% oversized and not drafting correctly, so wait untill the new unit is installed to see if likes the chimney as it is?
