: My gas-fired, hot-water, fire-tube boiler is 56 years old. It works fine. The fire sides of the tubes have been brushed a few times (a 5-min job) and I've used a brass brush to clean the burner (2-min job).

: An inhibitor in a hot-water boiler shouldn't be necessary. Nor is a routine flush. Everytime you drain the boiler and add new water, disolved oxygen will cause corrosion until removed over time by air-removal devices.

: On the list of proposed things, I don't see a flue-gas analysis to determine combustion efficiency and to make sure the amount of excess air isn't too out of whack.

: Find out the person's boiler experience and check references.
