It is the layers of iron oxide (rust) that have accumulated over the years of use that protect the raw iron from rusting more, so removing the protection for storage is the opposite of what you want. Wait til installation time, flush out the radiators with a hose before placing them, then let the system do its natural processes that happened over the past century. Putting gunk inside makes that gunk collect elsewhere in valves and pumps after.
