: It would be a better idea to get a draft damper that stops the boiler from firing until the stack damper opens, as in most modern atmospheric boiler sold for the past 30 years since the use of electronic ignitions.

Is this what you are talking about?

http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=170291399863&ru=http%3A%2F%2Fsearch.ebay.com%3A80%2Fsearch%2Fsearch.dll%3Ffrom%3DR40%26_trksid%3Dm37%26satitle%3D170291399863%2509%26category0%3D%26fvi%3D1

And integrated with an electronic igniter?

: ++ the idea isn't to cool the chimney nor to reduce convection, it is there to prevent downdrafts by causing any downdraft to leave the sides of the hood instead of forcing downward against the fire inside the heater. It does break the draft so the fire isn't sucked upward to make a bad burn in the fire box (and maybe blow a pilot light out) as well.

I am having trouble with a moderate bad burn.
