A 'cold start' boiler is one that doesn't have a minimum temperature control to keep it warm. Your boiler will maintain heat if it is too large as it overheats for its use each time there is a call for heat, even if it doesn't have controls that keep it warm.

Plugging elements does reduce input; but it also would turn your boiler into a condensing boiler to be eaten away fast - and it would become much less efficient.
