Yes, if that is above the snow line, which is why they recommend near an eave.

"allow it only to function when the outdoor temp is below 20 degrees" Set the differential as low as it can go to 4.5 degrees and set the operating point to 25F, so there is no 'cold' time during a change of outdoor temperature. You can move the set point up or down based on observation.
