The only way to size a boiler is with a heat loss. If this is a replacement hot water boiler the amount of radiation has absolutly no bearing on boiler sizing. Forget about the radiation as it gives you no information to size the new boiler with. Must do a heat loss if you want to save the maximum amount of fuel and reduce maintenance issues.
