What kind of percentage savings might I achieve if I add better controls on the boiler from Tekmar, outdoor reset or something like that?

+++ The Veissman control set might already have such a control as part of it; it's a good idea, especially for radiant. If you get a Munchkin or other derivations of the Combustion tech boiler used by Burnham, Viessman and others, they also have such controls built in or available.

What sort of percentage savings over the series 2 might I get from one of these high efficiency condensing boilers such as the Munckin 199? My plumber said such a boiler would fit and vent, etc.

+++ The percentage is the advertised difference between the efficiencies of each; that's what the AFUE test is all about.
