Baseboards are the cheapest part of the change. At $12 a foot for 100 feet, the cost is elsewhere.

Price it all out first and compare that with wasting half the fuel for another 20 years. The original steam system was designed for three times the present heat loss of the properly insulated house, so will be clunky retrofitted or no.
