Steam radiator valves often had a leak-by notch to prevent collapse of the radiator after heating by condensing steam due a clogged vent. Also one-pipe radiators had notched seats to allow water to drain back. Two-pipe radiators also had a bleed to keep constant pressure.

You will have to know which system you have and whether the radiator is supposed to allow steam in with the valve closed. Steam radiator valves are special for radiators with a low seat that allows all the water back out of the radiator. Replacing it with a common water valve will cause a banging that will drive you out of the condo.

Otherwise, the valves usually can be disassembled and refurbished quickly by experienced steam mechanics.
