Living in a house with 18" thick brick or block walls is like living in an old house with less than 2" of insulation in the walls. Living in a house with such poor insulation makes no sense at all with such a fast rise in fuel costs; so moving to a modern house with 1990 insulation is a better idea. Otherwise, it is time to put metal stud inside all the walls and insulate from inside.

You can have hot water coils added to the two air zones to provide heat and add hot water baseboard to just rooms that need it if that isn't enough. It is time to abandon and remove the old radiators.
