Replace it. There never will be a time when oil will be cheap again and steam systems are century-old technology that has seen its day as it is inherently inefficient. Insulate the house to the max and install a new hot water system with each room on its own zone. Use double the baseboard so the heat source can use a water temperature of 120F in the coldest weather so either a condensing gas boiler or a heat pump can provide heat.
