They are still made for solid fuel boilers in the form of catalytic exchangers because solid fuel boilers waste half the fuel up the stack. they aren't available for oil or gas boilers now because all boilers are over 82% AFUE, so don't have heat to waste up the chimney. Putting them on a modern boiler will cause condensation damage in the stack. Such additions are old ideas left over from the 1970's when boilers were 65% efficient because that was before DOE efficiency tests.
