Have you had your existing boiler tested with combustion test instruments to know that it is up to 82% efficiency? Any modern burner should get to that range. As long as a boiler holds water, it is doing its job. You might not need a new boiler. You could put less of that money into insulation and zone valves in the rooms to cut back on heating rooms you aren't in to save energy.

A direct-vent heater in the main rooms you occupy while holding the other rooms lower can make significant savings at no loss of comfort. Eventually the choices will get to that as oil rises in price.
