Be aware of other possibilities:
A. Many installations involve guesses as to the amount of baseboard in the rooms, so might already have more baseboard than necessary and zone valves shut them off to prevent getting too hot.
B. There is more room on side walls where baseboard can be installed without having the problem of the baseboard NOT being on the outside wall where it is needed also.
C. Baseboard makers make high-output and high-btuh commercial baseboard that can replace the smaller baseboard.

D. Wall panel radiation of the European type can also increase radiation.
