If your oil company ever did a service with a combustion tester, they'd have recommended a new boiler 40 years ago if all the boiler could achieve was 65%. As said, you are misunderstanding the nameplate.

However, as you are going for money savings and not just to get a new unit, this is a time to get a new condensing boiler. There are oil boilers available at 91% efficient and gas boilers to 94%.

Unless you need more hot water than most folks; the smallest boilers can make enough water with an indirect storage unit, as that takes place over many hours, not all at once. Your existing boiler would handle it. Read this:
